The RoHS directive was initiated in the European Union to address the growing electronic waste and health risks posed to workers and ecosystems. Here's the RoHS development history.

  • RoHS 1 (Directive 2002/95/EC): Adopted in 2003 and effective in 2006, it restricted the first six substances (Lead, Mercury, Cadmium, Hexavalent Chromium, PBB, and PBDE).
  • RoHS 2 (Directive 2011/65/EU): In 2011, the EU recast the law. It expanded the scope to include more product categories (like medical devices) and introduced the CE mark requirement. This meant that if a product has a CE mark, the manufacturer is legally claiming it is RoHS-compliant.
  • RoHS 3 (Directive 2015/863): In 2015 (implemented in 2019), four phthalates (plasticizers) were added to the list, bringing the total number of restricted substances to 10.
  • The 2026 Landscape: As of early 2026, the directive continues to evolve through the Review of RoHS. Many long-standing exemptions (such as lead in high-temperature solders or specific glass/ceramic components) are being phased out or strictly limited as technology for safer alternatives matures.

RoHS PCBA manufacturing

RoHS PCB manufacturing has these requirements:

  • Lead-free solder: Instead of the classic Tin-Lead (SnPb) solder, manufacturers use alloys like SAC305 (Tin-Silver-Copper).
  • Higher heat resistance: Lead-free solder melts at a higher temperature (roughly 217°C vs 183°C). This means the PCB laminate must be a High-Tg material to survive the hotter assembly process.
  • Surface finishes: Traditional HASL (Hot Air Solder Leveling) often contains lead. RoHS boards use lead-free HASL, ENIG (Gold), or immersion silver.

  • Enclosures: Plastic housings must be checked for restricted Flame Retardants (PBB/PBDE) and Phthalates (DEHP, BBP, DBP, and DIBP), which are often used to make plastics less brittle.
  • Cable harnesses: The PVC insulation on wires may contain lead as a stabilizer or phthalates as a softener. Our experienced supply chain team ensures every wire and connector we source for RoHS PCB box-build assembly is certified.
  • Fasteners & hardware: Screws, standoffs, and brackets often use Hexavalent Chromium for corrosion resistance (giving them a yellow-ish tint). Our team ensures the RoHS-compliant box-builds use Trivalent Chromium or other lead-free platings.

Do all PCBs Require RoHS Compliance?

NO, not all PCBs have to be RoHS-compliant, especially the medical PCBs, aerospace PCBs, military PCBs, and automotive PCBs. PCBs in sectors where the performance is the most important and an unnegotiable factor are exceptions to meet the RoHS standard.

For example, PCBs used for the following applications don't have to be RoHS PCBs.

  • Aerospace & defense: Satellites and military equipment.
  • Medical implants: Spinal cord stimulators, pacemakers, cochlear implants, and other devices where a failure could be life-threatening.
  • Automotive: Cell contact systems, battery management systems, inverter boards, etc.

RoHS PCB/PCBA/Box-Build Requirements of Material Control and Packaging

Mechanical hardware: Screws, standoffs, and brackets must not use hexavalent chromium (yellow/clear chromate) for corrosion resistance.

Plastic & solder: Solder, enclosures, and internal plastic spacers must be free of restricted phthalates and brominated flame retardants.

Cables & wire harnesses: The PVC jackets on cables must use non-restricted plasticizers.

Tooling: Squeegees, stencils, and pick-and-place nozzles must be dedicated to lead-free lines or undergo a validated cleaning "de-contamination" procedure between runs.

Contact surfaces: All possible contact surfaces of the loaders, conveyors, and workbenches must be cleaned to ensure no leaded dust or residue from older projects transfers to the RoHS PCBs.

Reflow oven purity: A reflow oven used for lead-containing boards can have lead-saturated filters or internal flux buildup. At PCBONLINE, the four reflow ovens at our factory are RoHS-only.

Packaging requirements for RoHS PCB

In 2026, the Packaging Directive, grouped with RoHS in compliance audits, strictly regulates the materials used to ship the product. The total concentration of Lead, Cadmium, Mercury, and Hexavalent Chromium in packaging materials must not exceed 100 ppm (0.01%) combined.

  • Anti-static bags: Must be tested for phthalates and heavy metals used in the pink/blue dyes.
  • Corrugated boxes: Recycled cardboard must be screened, as old inks and glues can sometimes contain trace amounts of restricted heavy metals.
  • Desiccant & foam: Humidity indicator cards must be "Cobalt-Dichloride Free" (Blue-to-Pink cards are generally restricted for RoHS PCBs; Brown-to-Azure/Yellow-to-Green are the compliant alternatives).

  • Box labels: The outer shipping carton must clearly state "RoHS Compliant" or use the RoHS "Leaf" logo.
  • Component level: Reels and trays of components must be marked as "Pb-Free" (Lead-Free) or "RoHS Compliant" to prevent warehouse mix-ups.
  • CE/UKCA marking: For the EU and UK, the packaging must display the appropriate conformity mark, signaling that the manufacturer has the technical file to prove compliance.

Traceability: The 10-year record

Documentation is a critical material control requirement for RoHS PCBs. In 2026, regulators expect a digital thread that links a finished device to its source materials.
